Waste classification involves categorising waste materials according to NSW EPA guidelines, primarily into one of four categories:

  • General Solid Waste
  • Restricted Solid Waste
  • Hazardous Waste
  • Special Waste (includes Asbestos Waste)

The waste classification of a material dicates the management requirements to dispose of the waste, as well as the disposal cost.

VENM (Virgin Excavated Natural Material) originate from a property with no history of contaminating land use materials and represent natural soil and rock materials that have not been subject to past disturbance of processing.

ENM (Excavated Natural Material) are low-risk, uncontaminated natural soil or rock materials, but which may have been subject past disturbance, with an allowance for a small quantity of foreign materials.  The material can either be classified as ENM in-situ or ex-situ (stockpile).

Certification of a material as either VENM or ENM enables the materials to be reused on or offsite, or disposed to landfill at cost-effective rates that are exempt from the NSW waste levy.
